At one of the most vulnerable times in your life - when your one of your most expensive investments are at risk - the City of Richardson will tow your vehicle if it is damaged and in an apartment parking lot at least and likely anywhere on public or common property (where the most fiscally distressed population is). Why is this an acceptable policy? Someone is in trouble then the city puts additional stressors on them possibly costing them dearly.
